The problem is check out a map of the 4th District. It literally covers the eastern part of the state from Wyoming down to Oklahoma. Those are rural areas, least educated, tiny towns with little economy other than farms, etc. While Fort Collins, a university town with diverse economy and predominately blue, is in the small western part and not rural. And after the last census, it was removed from the district.
