The employee didn't bring charges because she feared retaliation by the trump goons. They drove Ruby Freeman out of her home, as everyone knows. You can bet the trumpers are working overtime to dox this unfortunate person for the "crime" of doing her job while female. If they succeed in publicizing her identity, she should immediately sue Steven Cheung for libel.

On the other hand, if the law says no use of photographs for campaign purposes, and they are being used for campaigning, this seems a clear violation that could be prosecuted. Including cease-and-desist and a large enough cash fine to discourage similar rule breaking in future.
