Could we abolish people getting security clearance by executive decree? If you can't get clearance by the usual channels, you can't get clearance, period. If someone is elected president and fails security review, he operates without clearance. If that hinders him doing the job of president, it would be like any other incapacity.

Preferably there would be a statute prohibiting anyone without clearance becoming president, but if SCOTUS say no to that, the next best thing is what I describe.
