Much of the legacy media does too, including Dems who should know better. It's just taken as a matter of fact that the govt is bloated and waste/fraud is rampant. People always think they are getting ripped off by someone and that there is some research, some program, some department that is just a boondoggle. Of course most people have no idea how much or how little is spent on things; they always assume "foreign aid" is 25 percent of the budget when it is (or was) less than 1 percent.
