Israelis. Netanyahu is not the Prime Minister of "The Jews," he leads the State of Israel. Antisemitism among Hamas doesn't change that, any more than anti-Chinese sentiment makes Xi Jinping the mayor of Chinatown.

He should have said "any Jews" instead of "the Jews". That would have been an accurate and fair statement because from Hamas' perspective, "the Jews" is how they see the State of Israel.

Such equating like this has lead to a huge increase in anti-Semitism unnecessarily, at least in my opinion. I think you're exactly right here Sherm, the state of Israel is not all Jews and doesn't speak or act for all Jews. This seems simple to understand to me, but I think for young people without a grasp of history it's easy to get twisted up in this, and supremacist's and right wing extremists love it I'm sure.
