The problem is that Republican voters will never hold elected officials accountable for this nonsense. Between gerrymandering and institutional advantages (land is more represented than people) many many Republican representatives and senators can do nothing to govern the country (in fact they can actively impede it) while they sit and throw rocks, and they'll be re-elected over and over.
