Lisa Murkowski can't be primaried the way most other Senators can because of Alaska's jungle primary and ranked choice voting. It is to Susan Collin's political advantage to keep distance from Trump/MAGA. They don't have to be loud, and they have to make prudent choices about when to vote no. Just get 2 or 3 others and it would be a good start.
